The East Oakland Neighborhoods Initiative is a partnership between the City of Oakland Planning Bureau and twelve community-based organizations focused on equity-based planning for Deep East Oakland. Together, we have conducted a year of community outreach to identify the primary concerns, goals, and priorities for East Oakland residents and stakeholders. Our final Community Plan, linked below, contains the major findings from our year of community outreach, as well as recommended next steps. Please take a look! Further down, you can find the Executive Summary of the Final Community Plan, as well as the Spanish Final Community Plan.

We have completed our year of community outreach, and are ready to share our results! Please take a look at the Community Plan, and see all that this partnership has accomplished.
For more background on the project, see below.
Throughout the year of planning, the East Oakland Neighborhoods Initiative will host twenty community meetings throughout six individual neighborhoods:
- Melrose
- Highland/Elmhurst
- Sobrante Park
- Brookfield Village/Columbia Gardens
- Stonehurst
- Coliseum/Rusdale/Lockwood/Havenscourt.
A cohort of resident-leaders will facilitate community outreach, convening, and data collection, and receive capacity-building trainings on planning & land use, environmental justice, and facilitation. Throughout this community engagement process, we will collect residents’ input on goals, issues, concerns, and priorities for their neighborhoods. The East Oakland Neighborhoods Initiative planning process will serve as a model for equitable partnership in building just, healthy, resilient, and prosperous neighborhoods. This work will culminate in a presentation to the community and a report to the State of California summarizing the year’s findings, and outlining goals and recommendations for future development.
