How to Apply

1. Step One: Complete the Form

   Download the Petition for Change of Compliance Tier form. Fill in all sections of the form and sign. Please follow the Petition for Change of Compliance Tier - Instructions for guidance on how to correctly complete the form.

   Make sure all sections are filled in correctly before submitting. Any incomplete or incorrectly filled forms must be revised and resubmitted.

2. Step Two: Submit Form

   Submit your completed and signed form one of the following ways:

   By email:

   • As a PDF attachment, email form to MandatorySoftStoryRetrofit@oaklandca.gov
   • Put "Petition Form Submittal" in the email subject line

   By U.S. Mail:

3. Step Three: Application Review

   Once we receive your application, we will review your petition within five days of submission. If we need further information, we will contact you. Upon review of your application, we will send you an email statement confirming whether your building qualifies for a change of Compliance Tier per OMC 15.27.
