In early 2019, the Department of Transportation (DOT) and Civic Design Lab (CDL) began convening a working group to assess, review and develop plans for parking fine and fee reforms, with the goal of moving towards a progressive, rather than regressive, system. The overarching goal of the CDL/DOT initiative was to recommend a suite of reforms and pilot projects to the City Administration for review, development, approval and implementation.
In this Initiative's white paper, we detail the process, activities and findings of this collaboration and issue our recommendations for moving forward with the implementation of equity-centered pilots and reforms.
