The City of Oakland Human Services Department (HSD) has released the Request for Proposals (RFP) for the Reducing Consumption of Sugar-Sweetened Beverages (SSB) Community Grants Program. HSD is seeking qualified agencies to deliver programming and services designed to prevent or reduce the health consequences of the consumption of sugar-sweetened beverages in Oakland communities. Introduction

The City of Oakland Human Services Department (HSD) is pleased to release a Request for Proposals (RFP) for the period April 2019 through June 2020 for funding for community-based programs from the Sugar Sweetened Beverage (SSB) Tax Fund. The HSD administers this funding. Funding areas were informed by the recommendations of the Sugar Sweetened Beverage Community Advisory Board and are designed to achieve the goals of the Measure HH legislation.

The City of Oakland is seeking qualified agencies to deliver programming and services to prevent or reduce the health consequences of the consumption of sugar-sweetened beverages in Oakland communities. The Department plans to award $2 million through this RFP for the designated grant term. The contract term for selected proposals is fifteen months, from April 1, 2019 to June 30, 2020. Additional funding up to $4 million may be awarded based on available funding as recommended and approved by the Oakland City Council. Awards may be continued for a second year of funding based on available funding as recommended and approved by the Oakland City Council.

Proposals must be received and time stamped by contracts and compliance staff no later than - 2:00 P.M. Proposals not received at the above location by the Proposal Submittal Deadline are late and will be returned to proposers unopened.

Background: Sugar-Sweetened Beverage Tax Fund (Measure HH)

The Sugar Sweetened Beverage (SSB) Distribution Tax Ordinance was established in November 2016, when over sixty-one percent of Oakland voters expressed the need to reduce the health consequences of consuming sugar-sweetened beverages by approving Measure HH. Measure HH established the tax of 1 cent per fluid ounce on the distribution of sugar-sweetened beverages in Oakland and required the establishment of a Community Advisory Board to make recommendations to the City of Oakland Council on the expenditure of revenues generated by the general excise tax.

The goals of Measure HH include to establish and/or fund programs to reduce the consumption of sugar-sweetened beverages; and to support health education and physical activity programs to improve the health of Oakland residents, especially for those most impacted by health disparities and the chronic diseases associated with the consumption of sugar.
