When the City of Oakland declares a property as “surplus land” pursuant to the State Surplus Land Act, the Oakland City Council will make a declaration of surplus during a public hearing. Following the declaration of surplus, the City must provide a Notice of Availability to eligible entities, including the California Department of Housing and Community Development (HCD), any local public entity within the jurisdiction where the surplus local land is located, and developers who have notified HCD of their interest in developing affordable housing on surplus local land.

On June 21, 2022, the Oakland City Council adopted a requirement to establish a rent registry for all units subject to the Rent Adjustment Program (RAP) Fee. As of July 1, 2023, owners of these units are required to report property, rent and tenancy information to RAP. Owners are then required to confirm or update their units’ tenancy information annually by March 1st. After introducing our foster program for big dogs in June 2020, we saw the euthanasia rate for dogs drop in half. Through this program, we are only focusing on dogs we believe will make good companions, but who need to get out of the stressful shelter environment ASAP.
