Emergency Rental Assistance Program Application Information

The City of Oakland and its community partners have partnered with University of Pennsylvania (UPENN) to develop a survey to assist in analyzing the impact of the ERAP program on its participants. This survey is to better understand renter experiences, their needs related to COVID-19, emergency rental assistance and understand the effects of housing vulnerability during this pandemic.

Participation in the survey will not affect the participant’s ability to access current or future rental assistance or any other forms of public assistance. All information and survey responses will remain strictly confidential.

*June 6, 2022 Update:

As of June 6, the City of Oakland’s Emergency Rental Assistance Program (ERAP) program will begin reviewing waitlist applications that were submitted between January 7 and March 31, 2022. We will review and process eligible applications, as funding allows.

Oakland residents will be contacted by one of our partner agencies (BACS, EDC, EBALDC & Safe Passages) within the next 30-45 business days. No further action is needed from you, at this time.

In compliance with State law AB832, landlords may still contact housingassistance@oaklandca.gov or call 510.238.6182 to inquire about their tenant’s emergency rental assistance application status. Landlords must provide the name of the tenant, complete address, phone number, email, and the tenant’s unique application ID number and/or a copy of a rental agreement.
