Environmental Justice and Safety Element Drafts Out Now for Public Review!

The City of Oakland is extremely pleased to announce the release of the Draft Environmental Justice (EJ) Element and Draft Safety Element for public review and feedback! This is the first time the City has created an Environmental Justice Element and we are excited about the draft strategies and policies to reduce pollution burdens on Oakland's most vulnerable communities. The Safety Element Update provides a gameplan for addressing natural and man-made disasters and improving our resilience to climate change impacts. For a quick primer on what each Element covers, please check out our EJ and Safety Factsheets.

The Draft EJ and Safety Elements are accompanied by a Racial Equity Impact Analysis (REIA) that analyzes each Element to support the development of equitable policies that are concrete, data-driven, outcome-oriented, and problem-solving.

We encourage you to take time to digest these drafts and provide us with any feedback and questions you may have. They will be available for 90-day comment period that begins on March 24, 2023, and ends on June 22, 2023. You may review and provide comments directly on the Draft Elements via Konveio or submit comments via email to generalplan@oaklandca.gov.

We will be accepting requests for presentations on the Draft Elements from community-based organizations and neighborhood councils over the next few months. Please email requests to generalplan@oaklandca.gov.

Draft Environmental Impact Report (EIR)

The Draft Environmental Impact Report (EIR) for Phase I of the Oakland 2045 General Plan Update has been prepared pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines to analyze potential physical environmental impacts of the proposed City of Oakland Planning Code, Zoning Map, and General Plan text and map amendments implementing its 2023-2031 Housing Element, updates to its Safety Element and its adoption of a new Environmental Justice Element.

The City invites comments on the Phase I Oakland 2045 General Plan Update Draft EIR during a 45-day comment period that begins on March 24, 2023, and ends on May 9, 2023, at 5:00 PM. The City directs comments to be submitted via email to generalplan@oaklandca.gov. Alternatively, comments may also be submitted in writing by hand delivery or mail to Lakshmi Rajagopalan, AICP, Planner IV, City of Oakland Bureau of Planning, 250 Frank H. Ogawa Plaza, Suite 3315, Oakland, CA 94612 or by fax to (510) 238-6538. Please reference Phase I Oakland 2045 General Plan Update Draft EIR Comments in all correspondence.

The City Planning Commission will conduct a public meeting to receive comments on the Draft EIR for the Project on April 19, 2023, 3:00 PM in the Council Chambers in City Hall, l Frank H.
