The City of Oakland is seeking a community-based organization (CBO) to serve as a subrecipient for the California Department of Social Services’ Community Response Initiative to Strengthen Emergency Systems (CRISES) Grant Program. The selected CBO could receive up to $1,575,000 per year for 2 years (total of $3,150,000) to provide emergency response services to lessen the reliance on law enforcement agencies as first responders to crisis situations unrelated to a fire department or emergency medical service response. Services would be expected to begin by April 1, 2024.

ORGANIZATIONAL REQUIREMENTS
To be eligible, your organization must:
- > > > Be a nonprofit organization recognized by the Internal Revenue Service as a 501 (c)(3) organization, or be fiscally sponsored;
- > > > Be registered with the California Secretary of State’s Office;
- > > > Have an Employer Identification Number (EIN);
- > > > Have a valid business license, if applicable;
- > > > Have any other state or local licenses or certifications necessary to provide the services requested, if applicable;
- > > > Have a physical address in the State of California; and
- > > > Demonstrate the capacity to lead the proposed program with evidence of at least two years experience providing crisis intervention services.
- > > > Demonstrate experience providing community-based alternatives to law enforcement or civilian crisis response in communities with a demonstrated need for community-based alternatives to law enforcement.
- > > > Demonstrate interventions that serve historically marginalized populations, including:
- > > > Young people of color,
- > > > People with disabilities,
- > > > People who are gender nonconforming,
- > > > People who are formerly incarcerated,
- > > > People with immigration status issues, and
- > > > People who are unhoused or homeless.
- > > > Demonstrate the following:
- > > > Ability to respond to emergency calls.
- > > > Ability to provide treatment, screening, and assessment.
- > > > Ability to provide stabilization and de-escalation services.
- > > > Ability to coordinate with health, social services, and other support services, as needed.
- > > > Ability to maintain relationships with relevant community partners, including a range of community organizers, and medical, behavioral health, and crisis providers.
- > > > Cultural competency in understanding and working with the populations to be served.
RESPONSE REQUIREMENTS

- Program narrative that addresses the following items (Max of 6 pages with 1.5 spacing):
- > > > Provide a brief description and overview of your organization.
- > > > Describe your organization’s experience providing community-based alternatives to law enforcement or civilian crisis response. Include information regarding the geographic areas of the City of Oakland served and which of the following populations your organization serves:
- > > > Young people of color,
- > > > People with disabilities,
- > > > People who are gender nonconforming,
- > > > People who are formerly incarcerated,
- > > > People with immigration status issues, and
- > > > People who are unhoused or homeless.
- > > > Describe your organization’s experience providing the following services:
- > > > Responding to emergency calls.
- > > > Providing treatment, screening, and assessment.
- > > > Providing stabilization and de-escalation services.
- > > > Coordinating with health, social services, and other support services
- > > > Fostering relationships with relevant community partners, including community organizers and medical, behavioral health, and crisis providers.
- > > > Describe in detail the crisis response services that your organization would implement with this funding. Be sure to include the following:
- Number and characteristics of staff who would be available to respond
- Types of incidents responded to
- Services or aid provided through response
- Capacity of organization to provide services 24 hours a day, seven days a week
- How trauma-informed and/or restorative justice practices would be implemented in the proposed program
- How the proposed program will ensure that services provided are culturally and linguistically appropriate
