The City of Oakland invites public feedback on the First Substantial Amendment to the 2018/19 Consolidated Annual Action Plan (AAP)

The City of Oakland invites public feedback on the First Substantial Amendment to the 2018/19 Consolidated Annual Action Plan (AAP) for Housing and Community Development activities for the period of July 1, 2018 – June 30, 2019, originally submitted to HUD August 2, 2018. Please note that a public hearing was held Tuesday, February 5, 2019 at 5:00 p.m. in City Council Chambers, located at One City Hall Plaza, Oakland, CA 94612.

Background and Summary

The U.S. Department of Housing and Urban Development (HUD) requires the City as a recipient of Federal housing and community development funds to prepare and submit an AAP that describes the needs, priorities, strategies, and actions to address housing and community development needs of low- and moderate-income residents. The AAP also includes the City’s applications for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) programs funded by HUD, covering the period from July 1, 2018 through June 30, 2019. The First Substantial Amendment to the 2018/19 AAP adds Revolving Loan Program Income under the Neighborhood Stabilization Program (NSP) in the amount of $1,911,049.09 for 2018-2019 and will be used as match/leveraging funds for low- and moderate-income residents to the City’s 2018 CDBG award. All other portions of the City’s 2018/19 Consolidated Annual Action Plan remain unchanged or do not require a substantial amendment.

Availability of Annual Action Plan Substantial Amendment for Public Comment

Beginning Friday, March 15, 2019, copies of the First Substantial Amendment to the 2018/19 Consolidated Annual Action Plan for Housing and Community Development may be reviewed in person between the hours of 9:00 a.m. and 4:30 p.m. at the
