Historically, the City of Oakland has prepared an Analysis of Impediments to Fair Housing Choice (AIFH) every five years for the U.S. Department of Housing and Urban Development. For the upcoming AIFH, the City is participating in a regional effort with Alameda County jurisdictions to examine the impediments to fair housing, as recommended by the U.S. Department of Housing & Urban Development (HUD).
The AIFH will help to inform Alameda County’s and the City of Oakland’s strategy for addressing fair housing issues and identify what actions will be taken to address the issues over the next five years, county-wide and specific to the City of Oakland.
The City last updated its local AIFH document in 2015 by completing the following steps:
1. Gathering and analyzing demographic, housing, socioeconomic, economic, quality of life and mortgage data
2. Surveying residents to assess housing and community needs
3. Reviewing City policies, plans and other documents
4. Interviewing and gathering qualitative data from fair housing and tenant rights organizations
5. Reviewing fair housing complaint data
The purpose of the Alameda County-wide regional effort is to gather data and community feedback, to identify specific impediments or barriers to fair housing within Alameda County, and then to come up with viable solutions, or actions to take against identified impediments.

NOTICE OF PUBLIC MEETINGS
Notice is hereby given that the County of Alameda is in the process of conducting an Analysis of Impediments to Fair Housing Choice (Regional AI) and will be holding community engagement public meetings to elicit feedback from the County’s residents.
The Regional Analysis process, along with the documents that result from the Regional Analysis, are part of the requirement of jurisdictions that receive specific funding from the U.S. Department of Housing and Urban Development (HUD).
The purpose of the Regional AI is to gather data and community feedback, identify specific impediments or barriers to fair housing within Alameda County, and then to come up with viable solutions, or actions to take against identified impediments.
The process of conducting a Regional AI involves collecting information from citizens through a survey, organizing and facilitating community engagement meetings, conducting consultations with various local and regional stakeholders, and analyzing numerous data sources and related resources.
Residents of Alameda County are encouraged to attend the community engagement meetings, of which the details are listed below, in order to share their opinions, ideas, and experiences. Additionally, residents are also encouraged to fill out the Alameda County Housing Survey, which will be released on July 1st and can be accessed and completed by going to the following link:

This survey will be available in Spanish and Traditional Chinese as well. Paper copies of the survey can be obtained from local jurisdictions.
There will be three community engagement public meetings that will be held to provide information on the
process of the Regional AI, as well as collect community feedback on issues surrounding housing in the
