More than a quarter century since the City of Oakland published its first Citywide Access Policy, the ADA Programs Division in concert with departmental and community stakeholders is revamping the City's robust ADA Title II compliance system. This major Division effort commenced in late 2015 and the City ADA Coordinator anticipates completing all key project activities in Fall 2017.
ADA Programs Management: The Division is modernizing its program management systems and subscribing to BlueDAG, a cloud-hosted software as a service system for end-to-end management of ADA Title II evaluation and compliance initiatives. Read the BlueDAG announcement here.
ADA Programmatic Self-Evaluation Update: ADA Programs with the support of Bruckner Consultants, LLC and Departmental Access Coordinators, completed an update of the City's ADA programmatic self-evaluation in 2016. Updated ADA Title II Grievance Procedure and Form
Updated ADA and Effective Communications Policy: Replaces 2009 ADA and Web Access Policy and adopts WCAG 2.0 Level AA Conformance or above for new and modified digital content.
New Service and Assistance Animal Policy
ADA Physical Access Compliance System Update: The City ADA Coordinator with the support of Michael Baker International, LLC and in close coordination with the Oakland Department of Transportation (DOT) and Oakland Public Works (OPW), is updating and integrating Oakland's physical access compliance systems with the City's infrastructure maintenance and improvement programs.
The City published its ADA Transition Plan in 1997. As of June 2017, the Oakland City Council allocated a total of over $18.0 million for ADA Transition Plan programs and many other City capital improvement programs significantly improved disability access, such as Bond Measure DD. The City ADA Coordinator in concert with the Mayor's Commission on Persons with Disabilities has since 1997 annually reviewed the Plan. ADA Transition Plan capital improvement projects completed to date include Plan priorities but also reflect the inventory and use of physical assets, community priorities and partnering opportunities during the interval of project selection.
Building and Facility Access: Major ADA Transition Plan improvement projects were completed at the Oakland Public Library Main Branch, Oakland Museum of California, Oakland Jail, Davies Tennis Stadium, Temescal and Lions Pools, Oakland Parks and Recreation Inclusive Recreation Center at Arroyo Viejo Park, Rockridge-Temescal Greenbelt, Sheffield Village Recreation Center, Edoff Memorial Bandstand, Morcom Rose Garden, Woodminster Amphitheater, and many tot lot sites across the City.
