The TIR project includes updating the City of Oakland’s California Environmental Quality Act (CEQA) Thresholds of Significance Guidelines in order to implement State law (Senate Bill 743, Steinberg), which calls for removing automobile delay as a significant impact on the environment, and replacing it with vehicle miles traveled (VMT) criteria to determine whether a project causes a significant impact on the environment related to transportation. The TIR project will also be refining the City's guidelines for evaluating transportation issues that are outside of the scope of CEQA, but are useful for the City and community in reviewing development projects, transportation projects and transportation plans.
